Logos can become outdated just like anything else.
Because your logo no longer represents your organization effectively doesn't mean it was a bad logo to start with. Styles and trends change and it's important that you keep your brand current. Some logos can withstand the test of time but chances are, if you think yours needs updating, it probably does.
It's important to determine how much, if any, brand recognition
is tied to an existing logo. That will help to determine how much change should take place. Most likely, you'll want your existing and previous customers to know it's still you, only better. A scanned image can only get you so far.
Either yourself or someone in your organization is creative in their own right, and developed a logo that you're happy with. But it was either created by hand and scanned, or created in a raster (pixel based) format. You've used it on business cards and invoices without much trouble. But if you've ever tried to blow it up for large format printing, or have some vinyl signs cut, it's clear you've out grown that initial logo format.
